To transfer security and users between AX4 environments, create a data import-export definition group (in Admin-> Periodic) containing the following tables:

-SysUserInfo
-SysRecordLevelSecurity
-AccessRightsList
-UserGroupList
-UserGroupInfo
-UserInfo

-SysCompanyUserInfo

-SysCompanyUserSiteAccess

and export it from one environment into another.
